Capacity building in OSH

  Effective and sustainable enforcement of EU OSH regulation trough enhancement of capacities of relevant state institutions and set-up of national OSH Management system.
• Short project description:
  The project utilizes practical models, findings and conclusions from Enforcement of EU standards in garment industry project and relevant studies of ILO and the World Bank in this area.

  The project shall focus on three specific goals aiming at:

  • Capacity building of State Labor Inspectorate
  • Introduction of OSH Management System
  • Improving communication and data sharing among OSH stakeholders reducing the risks to the workers’life and health and decrease the number of injuries at work.

  The project shall be implemented in partnership with Norwegian Labour Inspectorate.

• Project duration:
  12 months

Capacity building of MOSHA’s members through Risks Assessment training

• Activities:
  The Macedonian Occupational Safety and Health Association (MOSHA) organized the three-day training: “Capacity building of MOSHA’s members through Risks Assessment training”.
  
  The goal of the training was to increase the capacity of OSH experts, OSH representatives (MOSHA’s members) from the companies in conducting and participating in Risks Assessment in their respective workplaces. This was done by presenting one of the most often used Methodology in EU – the BG method of assessing the risks at work places. Having in mind that the very concept of Risks Assessment and the accompanying legislation is just been adopted in Macedonia – MOSHA used the Croatian experience, by inviting two distinguished OSH expert from Croatia, to present the BG methodology.
  
  To ensure wide coverage of this very important concept, aside from the presenters from Croatia, MOSHA invited representatives from State Labor Inspectorate, Republic Institute for Health Protection, Institute for Labor Medicine and MOSHA’s experts to present the different aspects of the Risks Assessment. Additionally, the participants were given opportunity to practice the learned, by visiting one factory (Technical gasses, Skopje) on the second day of the training to observe three workstations and than on the third day – to prepare example of Risk Assessment.
  
  At the end of the training – the participants were presented with Certificates for participation in the Risks Assessment training.
• Results:
  35 members of MOSHA trained in preparing Risks Assessment according to BG Methodology.
  

Methods of recording accidents at work and professional diseases in Macedonia

MOSHA in partnership with Secretariat for European Affairs of the Government of Republic of Macedonia has implemented the project”Harmonization of the Macedonian with European legislation – legislation on OSH” in 2003.

  State Labor Inspectorate, Republic Institute for Health Protection, Institute for Labor Medicine, State Statistical Office, Trade Union Association, Organization of Employers, OSH experts
  
• Activities:
  The Macedonian Occupational Safety and Health Association implemented this project in aim to move toward uniforming the recording of accidents at work and obtaining relevant statistical data that will be comparable with the ODH data in EU.
  
  The Macedonian Occupational Safety and Health Association (MOSHA) organized the two-day event on topic: “Methods of recording accidents at work and professional diseases in Macedonia – new challenges”.
  
  The goal of the Round table discussion organized on April 06, 2009 in hotel Kontinental was to present the European methodology on recording accidents at work and statistics in this area – European statistics of accidents at work (ESAW), the Macedonian experience or the presentations of the current state of art of all concerned stakeholders and proposal for future steps. The representatives from the State Labor Inspectorate, Republic Institute for Health Protection, Institute for Labor Medicine, State Statistical Office, Trade Union Association, Organization of Employers, had their presentations at the event. The findings and the conclusions of the Round table were publicly presented on the event organized by MOSHA on April 28th, the World Safety Day.
• Results:
  Determining the flows in the current practice in reporting and recording accidents at work;
  
  Presentation of the EU accepted methodology of recording accidents at work ESAW;
  
  Reaching agreement/initiating the process of preparing project proposal for overcoming the detected weak points in the area of labor and health statistics in Macedonia by all relevant stakeholders;

Project “Using solar energy by installation of solar collectors” in kindergarten in Skopje

• Implementation period:
  1 year (2008)
  
• Target group:
  Employees in kindergarten, Municipality of Centre and children from this kindergarten
  
• Activities:
  Installation of the roof solar collectors in the kindergarten Rade Jovcevski – Korcagin for decreasing the energy costs and for minimizing the green house effects of the global warming.
  
• Results:
  Increasing the awareness for the need for energy savings and decreasing the energy costs.

Training for representatives of workers for OSH

MOSHA in partnership with Trade Union and Foundation Friedrich Ebert has implemented the project “Training for representatives of workers for OSH” in 2008.

• Educated 24 representatives of workers from Construction industry for OSH.

Implementation and enforcement of EU OSH standards in garment industry

• Activities:
  Improvement of the working conditions in the garment industry through enhancing the occupational safety and health standards in garment industry:
  
  • In phase I of the project 10 factories from the East Macedonia were included; Kocani (Amorteks, Deltateks, Daniteks), Stip (Beas – S, Maksima), Vinica (Apiteks), Delcevo (Krzno – O), M.Kamenica (Tekstil – M). Probistip (Primavera), Zletovo (Zrno – O).
  • In phase II of the project 9 factories from the Central Macedonia were included; Skopje (Okiteks, Nipromteks, Igmateks, Aktuel, Eterna), Tetovo (Teteks), Veles(Somivelteks), Gostivar (Dekon).
  • In phase IIIa of the project 4 factories from West Macedonia was included; Prilep (Marteks), Resen (Hateks,Stenjeteks), Kavadarci (Stevik)
  • In phase IIIb of the project 3 factories from West Macedonia was included; Prilep (Kuli, Konfi Angel), Bitola – Capare (Falko)
    
• Results:
  27 factories from garment industry included in this project, 80 educated representatives for Occupation Safety and Health educated, educated 29 teams for Occupation Safety and Health, providing a special training for occupational safety and health for 29 representatives from the workers for Occupational Safety and Health, transfer of positive success stories and experience through the teams to approximately 5000 employees in 27 factories, improvement of the working conditions through installation of HVAC (heating, ventilation and air conditioning system) in 23 factories, removal of the asbestos roof construction in one factory, providing adequate illumination in one factory providing of personal protective equipment, documentary movie, named 40C filmed that shows a short description of the project activities (broadcasted on the national TV), 600 new employment in the factories of the first phase, the temperature in the factories decreased from 35C to 28C in average, the productivity increased from 20% to 30%.
